Benghazi International Seaport A Gateway to Global Trade and a Vital Artery for African Nations

At the heart of the world’s continents and along the shores of the Mediterranean Sea lies a strategic location that serves as a key artery for global trade. It offers strategic depth to numerous African nations and functions as a vital hub connecting major international companies and agencies. In this dynamic setting, work is progressing rapidly on one of Libya’s most critical national infrastructure projects — the development of Jalyana Seaport, set to become Benghazi’s commercial landmark and primary gateway for trade.
Owned by the National Development Authority and implemented by the Turkish company STFA, in partnership with Eber Alalam for General Contracting and Real Estate Investment — a key company under Khalifa Holding Group — the project spans a total area of 284,393 square meters. The development aims to significantly enhance the port’s capacity to accommodate up to 1 million standard containers and approximately 490 refrigerated containers annually. This will be achieved through the expansion and modernization of berths, the creation of advanced storage zones, and the installation of cutting-edge cranes to streamline cargo handling operations.
The project also encompasses comprehensive infrastructure upgrades, including deepening the berths, expanding internal road networks, modernizing customs zones, and constructing administrative buildings, specialized workshops, and advanced logistical facilities. Phase One has already completed the deepening of a 550-meter ship berth to a depth of 15.5 meters, thereby improving efficiency for loading and unloading large and mid-sized vessels. This phase also saw the installation of three STS cranes for ship-to-shore container transfers and eight RTG cranes for efficient container stacking in the storage areas.
As part of the ongoing development, Eber Alalam has initiated Phase Two, which includes deepening an additional 350-meter berth to 15.5 meters and equipping it with two STS cranes and four RTG cranes. This phase also focuses on upgrading the port’s gate area and core infrastructure, including power grids, stormwater drainage systems, IT networks, and firefighting systems.
Khalifa Holding Group is also overseeing the development of key building complexes, including the Main Operations Management Building, a fully integrated administrative facility, a central workshop, and freshwater pumping stations. Additional logistical infrastructure under development includes a customs container warehouse, a power substation, and a designated area for chemical waste treatment.
With over 50% of the project already completed, Eber Alalam, in collaboration with STFA, continues to work around the clock with a skilled and specialized workforce of more than 1,000 personnel, supported by modern equipment and state-of-the-art machinery. This joint effort ensures that the seaport is being developed in alignment with the highest international standards for technical performance, safety, and quality.
